Supreme Court and AFT decisions delayed and muted by babus

I see a lot of disquiet amongst ESM that the Supreme Court and AFT decisions are not being acted upon by the Service HQ and MOD because, the Govt is not interested to solve the issues related to ESM and, the AFT has no powers to enforce its decisions. I had a discussion with the AGs Br yesterday and have learnt the following:
  • AFT and SC court orders are being implemented but due to procedural problems and the layers who have to deal with each case it is taking time to issue orders. Der Hai Par Andher Nahin!
  • The SC orders for the constitution of a committee with an ex SC Judge and two Gens is facing flak from MOD. They feel that the Committee should only look into the grievances of ESM and serving people's problems should be looked into separately. This means if they can suppress the serving personnel the ESM will automatically be denied their dues as they will be linked to the serving soldiers. Gens Malik and Oberoi may be able to throw more light on it.
  • The speech of the COAS at Bhiwani about grant of OROP only concerns JCOs and OR. The present goverment is not inclined to touch the officers case. (Possibly because it will affect the IAS and other Cl I services, who the government is obliged to protect because of the services rendered by them!)
