Review Private Detective Agencies Bill

NEW DELHI: Taking a serious view of the Union Home Ministry’s replies on important policy issues relating to the regulation of private security agencies in a perfunctory manner, the Parliamentary Standing Committee on Home Affairs has recommended that the Ministry re-look the provisions of the Private Detective Agencies (Regulation) Bill, 2007.

In its 139th report , presented to Parliament past week, the Parliamentary panel, headed by senior Bharatiya Janata Party (BJP) leader Sushma Swaraj, termed the responses of the Ministry to the Committee “laboured explanations.”

The panel noted that that the group, constituted by the Ministry itself, could not arrive at a consensus on important policy issues.

In replies and explanations to the Committee, senior Home Ministry officials had ruled out framing of common law to govern security and detective services on the lines of some foreign countries. Vinay Kumar- The Hindu

ESM: A Bill to avert exploitation of ESM employed by Security Agencies need to be strictly implemented. Norms laid down by the ESM Welfare Dept under the MoD is flouted as there is no monitoring agency to oversee the functioning of these agencies or a method of feedback from ex- servicemen who are grossly taken for a ride.
